    Jamal is still a cop killer, and is where he should be. Further, prison work programs can help those convicts with enough common sense (rare, in criminal types) to earn money and job skills.
    The 90% recidivist rate speaks to the mental acuity of many jailbirds. Some people can't be told; they have to learn the hard way.
