    Citizens cannot cherry pick which monies go where. Citizens who refuse to pay taxes pursuant to their opposition to military spending, for example, only cause less to be spent on government services dear to their hearts. The military will be funded.
    Would you support protests by citizens distressed about cutting funding for your favorite social programs?
